UDLC Update
Posted On: Aug 18, 2017

Brothers and Sisters,

I wanted to reach out with an update as to results of our recent meeting with the Acting Chief that was held on July 27th in preperation for a possible meeting with the Director's Office. These are just a few bullet points from almost 2 hour long meeting.

In attendance:

Acting Chief Jack Powers

UDLC Chairman Lieutenant Stuart Hillenbrand

UDLC Vice Chairman Sergeant Matthew Strauss

UDLC Second Vice Chairman Lieutenant Austin Hunt

UDLC Secretary Lieutenant Georgene M. Kalogeras

UDLC Guest Sergeant/Technician Jarrod Cassetta

  • UD SA moves

    • Acting Chief Powers explained he gave the green light on UD being hired directly to SA for the purpose of keeping an individual in the agency rather than losing them to another agency. The long game will be better UD/SA relations and no money utilized on training personnel who will take the training and move onto another agency

    • MNO is monitoring the in/out of personnel within UD to ensure our manpower is not too drastically depleted. They crunched the numbers to determine approximately 100 UD will move to SA over the course of the next year/year and a half (provided recruitment and retentions stays on projected paths)

  • UDLC meeting with the Director

    • Discussed the possibility of meeting with the Director.Acting Chief Powers was invited to be in attendance and assured there was no intention of “stepping over” him.

    • Acting Chief Powers believes the Director will likely be positive on meeting with UDLC

    • Acting Chief Powers indicated that he thinks we should stress that the UDLC is NOT meant to be adversarial – we are supportive

  • ADPO over UD Chief

    • Much discussion on whether it is realistic to think the Director will ever entertain putting the Chief on par with the ADPO – Acting Chief Powers does not believe it will happen during the Director’s tenure as he wants one entity reporting to him regarding protection.(one POC for protection overall)

    • There is discussion of creating other SES level spots for UD throughout the agency (i.e. GPA, RTC).He believes it is possible to see that within the next few years.

Retention Bonus

  • Acting Chief Powers states there is discussion of another retention bonus for 2018 – this time 10% of base and possibly a lump sum as opposed to quarterly payouts

We asked a lot of questions and had a very positive discussion with the Acting Chief. With all our inquiries we also made a pledge. This pledge was to ensure that our membership continues to be the example of what a Uniformed Division Officer should be. Your continued efforts through these difficult times shows the tennacity and fortitude of our membership and the proud officers your board continues to be honored to represent.

We will continue to work with management to strengthen our efforts to champion the concerns of the membership. I was contacted recently by the Director's Office and was told they were working on a response to our request for a meeting. We will continue to keep your abreast of any further developements.

Stay safe,

Stuart Hillenbrand
